The Early Childhood Education and Assistance Program (ECEAP) is a FREE preschool program for eligible children and is part of the Mead Early Learning Center, located at Creekside Elementary.
ECEAP provides a no-cost high-quality preschool curriculum, healthy meals & snacks, parent activities, and family support services.
Children are accepted into ECEAP based on their age (3 years old or 4 years old by August 31, 2022), family income (i.e. family of 4 making less than $29,150 per year); and/or qualify for a school district special education services; and/or have developmental or environmental prioritization factors that could affect school success. ECEAP gives priority to a child who: will be in kindergarten the following year; are in the foster care, kinship care, or involved with the child welfare system; are homeless; and/or are from families with lowest incomes.
The program has multiple options for attendance:
- Morning half-day
- Afternoon half-day
- Full school-day depending on eligibility and best placement for child.
Please note: Start times for the school day are to be determined and will be communicated to families prior to July 31, 2022.

ECEAP is funded by the Washington State Department of Children, Youth, and Families (DCYF) in collaboration with NorthEast Washington Educational Service District 101 (NEWESD 101) and partnering with the Mead School District.
